GSM modem doesn’t respond to sending AT command to /dev/ttyUSB0

I have a gsm modem that working properly in minicom but when I send at command to ttyUSB0 as below it doesn’t respond.

cat /dev/ttyUSB0 &

echo “AT” > /dev/ttyUSB0

I run above command as root. What is the problem?
