Is it possible to start an application on initial workspace not on current

I'm having this "problem" for a long time with different setups.

If I start an application and switch workspaces in the time the appl is starting up, the application goes to the current workspace and not the one "from which" I called it.

Where can I change this behaviour?

Using xfce right now, but with awesome and qtile had the same behaviour.
