localhost does not work

So i try and start a cups server, localhost:631 is the default address. It does not work. I try to start a local java server, it does not work. Anything to do with localhost on my os is not working.

My /etc/hosts file looks like this:

127.0.0.1       localhost
127.0.1.1       debian

# The following lines are desirable for IPv6 capable hosts
::1     localhost ip6-localhost ip6-loopback
ff02::1 ip6-allnodes
ff02::2 ip6-allrouters

Please help me.
