How to configure a new FTP user with access to only a specific directory?

I have already looked at similar questions regarding this but whatever I do, the new user is logged in root directory showing all available files & folders. I simply don't know what I'm missing to get the user to login to specified directory:

usermod -d /media/hdd/videos/movies username

I have also configured vsftpd.conf with the following:

chroot_local_user=YES

I followed all steps from similar question: How to create a FTP user with specific /dir/ access only on a Centos / linux installation with no luck.

I basically have a collection of movies stored in a folder on my vu+ solo2 receiver. I can ftp files remotely & locally using root login to the hdd on the vu+ box. I would like the new user to have access only to the 'movies' folder. After trying everything, the new user does not login to specific directory & can still see all files/folders.

Can anyone provide more insight as to where my problem may be?

This is driving me crazy..

Thanks in advance!
