udev/udisks detect blank usb drive

I'm trying to write a web app that allows me to remotely see all usb drives plugged in my box, and allow me to format or eject them from the web page.

I've got it all working except for one case: when a completely blank usb drive is plugged in, I want it to be detected and offer me the option of running my formatting script.

Is there a udev rule or a udisks property I can leverage to help me do this?
