Iscsi target not found

I installed an iscsi target by following this tutorial in my Linux system. When I list the active targets using tgtadm --lld iscsi --mode target --op show, it shows my target. But while checking status of port 3260, it is not active. Also I am not able to find the target from iscsi initiator in my Windows 7 system. Can anyone please help. Thankyou.
