Remap keyboard in linux

I'm using Debian and i want to remap my keyboard cuz it has some problem. I googled and find xmodmap. But it doesn't work in graphicless mode, like tty1. So anyone have any solution please show me. Thank in advance. :)) and sorry for my poor english.
