How to give shell access within chroot environment having different home directories?

I want to give limited bash shell commands to the chrooted users but after configuration users are able to do sftp only.

Server is LDAP authenticated with approx 1000 users with their different home directories.

OS - Fedora 20

/etc/ssh/sshd_config :- (appended lines)
