NTP compilation failed - without ssl

I am trying to cross compile NTP ver 4.2.8 without SSL support. I gave --without-crypto while configuring, but still it was throwing following error.

../libntp/libntp.a(ntp_crypto_rnd.o): In function `ntp_crypto_random_buf':
ntp_crypto_rnd.c:(.text+0x14): undefined reference to `arc4random_buf'
collect2: ld returned 1 exit status
